to make that engagement binding on their nationals.
Further, the Governments represented are prepared to
signify their adhesion to the terms of prohibition issued
by the Chinese Government forbidding the importation of
Persian and Turkish opium into the Chinese Empire after
January 1st. 1912, and to take necessary measures to make
such prohibition binding on their nationals.
Raw Opium.
Chapter 1.
A.
That in the opinion of this Conference each partici-
pating Goverment should enact effective laws and regula-
tions for the control of the production and distribution of
raw opium.
B.
That every participating Government should strictly
limit the number of places through which raw opium may be
exported or imported.
